With intelligent management of decentralised energy systems such as mini and micro-combined heat and power units a ‘Virtual Power Plant’ can be created, possibly in combination with wind and solar power. Various companies and institutions are currently working together to realise this concept under the name Smart Power System©.

The Netherlands has chosen to use the approach of energy transition - the shift to a sustainable energy economy - to realize a sustainable energy economy (www.energietransitie.nl).. In this approach it is taken into account that changes are not only necessary but also create opprtunities for innovation and economic growth. The participants in Energy Transition have identified six themes of which one is called 'New Gas'. 'Decentralised Energy Production' is a subject within this theme.
